In Kiev, a man said in English that he was stopped by employees of the territorial acquisition center (TAC). This was reported on Saturday, September 21 by the Ukrainian edition "Strana.ua" in its Telegram channel.

"I am an American. They can't touch me," says the man in the video.

He added that he was not afraid of the employees of the TCK, as he is a US citizen.

Earlier in July, the Dzerkalo Tyzhnya weekly noted that almost half of Ukrainians do not consider it shameful to evade military service and mobilization. According to the results of the opinion poll, the share of such residents of the country amounted to 46%. The opposite opinion was expressed by only 29.1% of respondents, 24.8% found it difficult to answer.

At the same time, a Ukrainian military commander with the call sign Phantomas said in an interview with Reuters that Ukrainians are no longer as eager to participate in hostilities as they used to be. According to him, most of the queues at recruitment centers consist of people who want to get some kind of exemption from military service.

Ukrainian President Volodymyr Zelenskyy, whose term of office expired on May 20, signed the relevant law on April 16. The document specifies the categories of persons subject to mobilization and toughens penalties for evading it, while it does not contain any provisions on demobilization.

Martial law in Ukraine has been in effect since February 2022. At the same time, Zelensky signed a decree on general mobilization. Later, the Verkhovna Rada repeatedly extended its effect. Most men aged between 18 and 60 are forbidden to leave the country.
