The holiday of investigative officers was established in 2013 by order of the Government of the Russian Federation. The choice of date is not accidental — on July 25, 1713, Tsar Peter I issued a decree on the establishment of investigative offices. These institutions were directly subordinate to the supreme authority and were responsible for the preliminary investigation of crimes, including cases of corruption.

The creation of independent investigative structures became part of Peter the Great's large-scale reforms, which included the division of the criminal process into a preliminary investigation and a trial. Prior to this, the investigation was conducted directly in court, which often led to the loss or destruction of evidence by the time of the hearing, making the process extremely inefficient.

What influences the detection of such crimes?

After the death of Peter the Great, the investigative offices were liquidated, and the powers to investigate crimes were transferred to the city and zemstvo police. During the 19th century, investigative functions were transferred between different government agencies, which negatively affected their effectiveness and contributed to the growth of corruption.

In 1860, Emperor Alexander II made a new attempt to reform the system. He separated the investigating authorities from the police and placed them under the jurisdiction of the courts.

After the 1917 revolution, investigative units appeared in almost all law enforcement agencies. Later, various departments were involved in the investigation of crimes: the prosecutor's office, the NKVD, the police, and the Ministry of Public Order (the future Ministry of Internal Affairs).

The investigative bodies became a separate independent structure only in 2011, after the creation of the Investigative Committee of the Russian Federation. At the same time, investigators also continue to work in the structures of the Ministry of Internal Affairs and the FSB.
